Sajtóközlemény a bicskei menekültek kilakoltatásáról

Negyvenöt menekültet szólított fel a Bevándorlási és Állapolgársági Hivatal, hogy nyolc napon belül hagyják el a bicskei elő-integrációs menekülttábort, vagy a rendőrséggel lakoltatják ki őket. Ezek a menekültek a táborban tölthető idő maximumánál tovább maradtak a táborban. Nem ez az első alkalom, amikor a Bevándorlási Hivatal (OIN) a bicskei menekülttáborban élő menekülteket kilakoltatással fenyegeti.

A Migráns Szolidaritás Csoport és a Menedék Egyesület, a bicskei menekültek képviselői és a Bevándorlási Hivatal között 2013 márciusában tárgyalások sorozatát indította el, amelynek célja az volt, hogy megoldást találjanak a bicskei táborban jelenleg élő menekültek kiköltöztetésére. Sajnálatos módon a Bevándorlási Hivatal kivitelezhetetlen és felelőtlen ’megoldása’ – a menekültek hajléktalan szállókon való elhelyezése – miatt a tárgyalások kudarcba fulladtak, és újra kezdődtek a kilakoltatással való fenyegetések.

A kisgyermekes családokat csak a családosok számára külön kialakított otthonokban lehet elhelyezni, hajléktalan szállókon nem, de a Bevándorlási Hivatal soha nem tudta pontosan megmondani, hogy mennyi férőhely van a családoknak fenntartott otthonokban – mi azt gondoljuk, hogy nincs elég férőhely. Ezalatt az idő alatt a Bevándorlási Hivatal leállította a menekültek havi pénzügyi támogatását, nem kaptak orvosi ellátást és gyógyszereket, illetve a nélkülözhetetlen utazási támogatást is megvonták tőlük. Idén június elején 71 menekült döntött úgy, hogy elhagyja Magyarországot és humanitárius okokra hivatlkozva új menedékkérelmet ad be Németországban.

Azok a menekültek akik Magyarországon maradtak hogy megpróbálják megoldani a problémájaikat, nem jártak sikerrel és nem találtak megoldást – míg a Bevándorlási Hivatal mosta kezeit, további tárgyalásra és egyeztetésre nem került sor.

Kisgyermekes családok is vannak a kilakoltatással fenyegett menekültek között, akiknek semmilyen alternatív lakhatást nem nyújtanak. Ezek a családok megpróbáltak lakást találni Budapesten, de kevés sikerrel jártak, mivel a Bevándorlási Hivatal nem nyújtott elegendő támogatást.

Az anyagi támogatás, amely a menekülteknek Magyarországon jár, nem elég egy budapesti lakás bérlésére, pedig Budapest az a város ahol a menekülteknek a legtöbb esélyük van az integrációra, és ahol a legkevésbé vannak kitéve hátrányos megkülönböztetésnek. Az anyagi támogatás hiánya rávilágít az olcsó szociális bérlakások megteremtésének szükségességére, amelyről az államnak lenne kötelessége gondoskodni.

Ezúton szeretnénk felhívni az emberek figyelmét arra a kegyetlen és embertelen cselekedetre, amikor kisgyermekes családokat és egyedülálló menekülteket tesznek ki erőszakkal az utcára. Bízunk benne, hogy sikerül újrakezdeni a tárgyalásokat az érdekelt felek között – beleértve az OIN-t – egy ésszerű és adekvát megoldás érdekében.

A Migráns Szolidaritást aggodalommal tölti el mind a nemzetközi és hazai jogok áthágása, mind pedig az érintett családok jól-létére és egészségére gyakorolt kedvezőtlen hatás, ezért arra kéri a magyar hatóságokat, hogy kilakoltatás helyett igyekezzenek hosszútávú és megfelelő megoldást találni a menekültek lakhatására.

Végül pedig szeretnénk kiemelni, hogy a menekültek nem azért maradtak Bicskén, mert nem szeretnének elköltözni, hanem mert a kiköltözés folyamatát rendkívül nehézzé és bürokratikussá teszi a BevándorlásiHivatal.

45 refugees have been given an order to leave the pre-integration center (camp) in Bicske Hungary within 8 days, or face eviction by the police. These refugees have overstayed the maximum time allowed to them to stay in the camp. This is not the first time the Immigration Office (OIN) has sent an ultimatum threatening eviction to refugees living in the Bicske Camp.

In March 2013 a series of negotiations started that included representatives of the Bicske refugees with the help of the Migrant Solidarity Group, Menedék association, and the Immigration office to solve their housing problems and find a reasonable plan for moving out for the refugees currently living inside the camp. Unfortunately due to Immigration office’s unworkable and irresponsible ‘solution’ – homeless shelters for refugees – the negotiations stopped and threats of eviction started again.

Families with small children are not allowed to stay in homeless shelters, only in special homes for families, but the Immigration Office never gave clear numbers how much space there is in such homes for families – we can only guess that the number is not enough. During this time, the Immigration office has stopped issuing monthly allowances and support, medical care, and much needed travel passes for these refugees. In early June 2013, 71 refugees left Hungary to Germany and re-applied for asylum for humanitarian reasons.

The refugees who stayed in Hungary to try to solve their many problems found no solution either – no success was found as the Immigration Office washed its hands out of the situation and no further discussions or negotiations took place.

Among those who are currently threatened with eviction are also families with small children. No alternative accommodation is being provided. These families have attempted to find housing in Budapest with little success, and with minimal support from the Immigration Office.

The money support which is given to the refugees in Hungary is not enough to rent a flat in Budapest – the city where refugees still have the most chance for integration and the least chance to be discriminated against. The lack of money support sheds light on the need for cheap social housing for refugees which should be the state’s obligation to provide for them.

We wish to draw the attention of the public to this cruel and inhumane tactic of forcing families with small children and single refugees into the street. We wish to re-establish a dialogue with the different stakeholders, including the OIN, in order to find a reasonable and adequate solution.

Concerned about the violations of international and domestic law, as well as the negative impact on the health and wellbeing of the families affected, the MigSzol is urging the Hungarian authorities to call off the planned eviction and to find a lasting, adequate housing solution for all refugees.

At last, we would like to emphasize that the refugees have not stayed in Bicske because of a supposed ‘unwillingness’ to move out: but rather because the process of moving out has been made extremely difficult and bureaucratic by the Immigration Office.
