2013. április 2-án 92 menekültnek kell elhagynia a Bicskei Befogadó Állomást úgy, hogy a többségük nem tudja, hogy hová menjen, mert az állam képtelen volt részükre emberhez méltó lakhatást nyújtani. A menekültek 2012 novembere óta több tüntetésen, majd személyes találkozón is felhívták a döntéshozók figyelmét arra, hogy Magyarországon nincsen bevált integrációs út, csak az út az utcára, az út a városi szegénysorba, vagy azoknak, akik ezeket nem kívánják megélni: út Nyugatra, az Európai Unió országaira terhelve azt, amit Magyarországnak kell felvállalnia.

Az egyedülálló menekülteknek az állam egy hajléktalanszállót ajánlott fel, ám ez egy szakadék az integráció felé vezető úton, amelybe nem kívánnak beleugrani a magyar társadalom egyik leginkább sújtott csoportjának tagjai. A tüntető menekültek nem hiába hallatták hangjukat, Magyarországot gazdagítanák, ha rendszerszerű megoldásokat kínálnának fel nekik, ám eddig csak csalódásban volt részük.

2013. április 2-a a magyar menekültügy fekete napja lehet, ahhoz, hogy ez ne így legyen, a magyar társadalom által nemzetközi védelemben részesített 92 személynek a lehető legnagyobb figyelemre és támogatásra van szükségük magyarországi életük eddigi legnehezebb napján.” 
On 2nd April 2013, 92 refugees have to leave the Refugee Reception Centre in Bicske with the majority of them not knowing where to go, nor why was the Hungarian state incapable of providing them with respectable housing. Since 2012 November, there have been demonstrations and private meetings in which the refugees have been trying to draw the authorities’ attention to the fact that Hungary gives no chances for integration. Instead, the system pushes refugees to the streets, to the sphere of urban poverty. Those who wish to avoid this experience, can only choose to go to the West, and pass on the responsibility of Hungary on the shoulders of the European Union.

For those refugees who are single, the state has offered a place in a temporary homeless shelter. The shelters do not encourage integration to Hungarian society at large, as refugees do not wish to start their life in Hungary as homeless, one of the most oppressed category in Hungary today. It was not in vain that the demonstrating refugees raised their voices, but so far the state has not offered any durable solution to this enduring state of crisis.

Tuesday, 2nd April 2013, may become the black day of Hungarian refugee affairs. In order to avoid that, these 92 people granted international protection by the Hungarian society all the possible public attention and support in what might turn out one of the most difficult days in their lives.

A bécsi Refugee Protest Camp egy fesztivált rendezett a kolostor környéken élő emberek számára, Ebben a kolostorban laknak a menedékkérők jelenleg. Számunkra az összejövetel lenyűgöző volt: a menedékkérők, az osztrák aktivisták és a helyiekkel közösen (gyermekektől kezdve a nyugdíjasokig) az egész napot tánccal, főzéssel, beszélgetéssel és nevetéssel töltötte. Az együtt töltött nap számunkra gyümölcsöző volt a kapcsolatépítés és információcsere tekintetében is, annak ellenére, hogy jelentős különbségek vannak a a magyarországi Migráns Szolidaritás csoport és az ausztriai Refugee Protest Camp helyzete között. Az ausztriai csoport tagjai többnyire menedékkérők, akik már évek óta várják a döntést jogi státuszukat illetőleg. A legfőbb követelésük az osztrák kormánytól az, hogy ismerjék el a problémáikat, és annak a helyzetnek a lehetetlenségét, melyben a menedékkérők sok éven át élnek a státusz-hiány miatt. Azt tapasztaltuk, hogy az emberek Ausztriában érdeklődtek a jelenlegi magyarországi politikai fejlemények iránt, illetve az iránt, hogy mindez hogyan befolyásolja a menekülteket és menedékkérőket. Valóban, a magyarországi menekültek nehéz helyzete nem választható el az országban folyó szélesebb politikai folyamatoktól.

Migráns Szolidaritás visits the Refugee Protest Camp group – Vienna Austria: March 16th, 2013

The Viennese Refugee Protest Camp organized a neighborhood festival for the people living around the monastery where the asylum-seekers currently reside. For us, the gathering was impressive: asylum-seekers, Austrian activists and locals together – including everyone from children to pensioners – spent the day dancing, cooking, talking and laughing.

The day was also fruitful in terms of networking and exchanging information, even though there are considerable differences in the situations of Migráns Szolidaritás in Hungary and the Refugee Protest Camp in Austria. Members of their group are mostly asylum-seekers who have been waiting for a decision on their legal status for years.  Their central demand from the Austrian government is to recognize their problems and the impossibility of living in the legal limbo of asylum-seekers status for many years.

We found that people in Austria were interested in the current political developments in Hungary and how it affects refugees and asylum-seekers. Indeed, the predicament of refugees in Hungary cannot be separated from the wider political dynamics in the country.

Bicskén az ‘integrációs’ táborban élő menekültek ismét tüntetést szerveznek ezúttal, az Európai Unió Lövőház utcai képviselete előtt február 19-én kedden. Szeretnék felhívni az Európai Unió figyelmét arra, hogy a jelenlegi törvényi keretek, nem teszik lehetővé az integrációt Magyarországon.

The Refugees from the Bicske camp will demonstrate in front of the EU House this Tuesday 19th of February from 12.00 to 15,00. Since Hungarian government gave them refugees’ status they want the chance to make a living in Hungary. This means access to decent housing but also job and school opportunities. They already protested in front of the Parliament last November without getting any acceptable answer this is why this time they address their requests to European Union.

2012. novemberében körülbelül 120 magyarországi menekült tiltakozott  az ellen a nyomorúságos helyzet ellen, amivel a bicskei előintegrációs állomás elhagyása után kell szembesülniük. Sokukra a következő hetekben a hajléktalansors várt a tábor elhagyása után ezért döntöttek úgy, hogy tüntetni fognak. Az első tüntetés napján, 2012.november 20.-án a Belügyminisztérium egy üres és cinikus választ adott  a menekültek petíciójára, kiváltva ezzel egy második menekült tüntetést a Parlament előtt három nappal később.

A menekültek a petíciójukat a Belügyminisztériumnak egy nappal az első tiltakozás előtt nyújtották be. A petíciójukban bemutatták reménytelen helyzetüket, követeléseket fogalmaztak meg, és konkrét kérdéseket tettek fel arról, hogy hogyan is segíti őket a kormány ( petíció itt olvasható). A fő követeléseik: megfizethető és hozzáférhető lakhatás, a tisztességes munkalehetőségek, beleértve a jogi lehetőséget arra, hogy gyakorlatban is bizonyítani tudják képességeiket iskolai bizonyítványok hiánya esetén, és a megfelelő egészségügyi ellátás. Azt állították, hogy a tábor működése nem alkalmas arra, hogy integrációjukat elősegíthesse: táborban folyó magyar nyelvtanfolyamok az alacsony szintűek, nem kapnak igazi lehetőséget a munkapiacra való belépésre,  és a tábor elhagyás után járó támogatás (melynek feltétele megfelelő számú tábori magyarórán való részvétel) nem méltányos és ritkán elég a megélhetéshez. Hangsúlyozták, hogy sok a menekült attól fél, hogy hajléktalanná válik  az igazságtalan lakhatási szabályoknak következtében.

2012.november 20.-án az első tiltakozáskor nagyrészt menekült afgán családok gyűltek össze a magyar Parlament előtt, hogy olyan támogatást követeljenek, amely elég ahhoz, hogy lehetőségük legyen egy normális életre Magyarországon.

A menekültek személyesen nyújtották be petíciójukat a Belügyminisztériumnak-ők még ugyanazon a napon választ is adtak. Azonban ez a válasz igazából csak azt a törvényrészt tartalmazta, ami a menekültek számára adható juttatásokról szól, a menekültügyi törvényből kimásolva. A csalódott menekültek, akik az üres és cinikus választ elégtelennek találák, úgy döntöttek, hogy ismét tiltakozni fognak a Parlament előtt 3 nappal később. Az erről a tiltakozásról készített videót napot  majdnem 11.000-szer nézték meg, soha eddig bármilyen más menekült-eseményt nem néztek meg ennyien.

A novemberi tüntetések után egyetlen menekültnek sem kellett kiköltöznie az integrációs állomásról, de a kormány szerint nem a tiltakozások hanem az általában télen hatályba lépő kilakoltatási moratórium miatt.In November 2012 about 120 recognized refugees in Hungary protested against the miserable situation that awaits them after having to leave the temporary pre-integration camp in Bicske. The need for the demonstration was triggered by their realization that many of them would have to leave the camp in weeks and would have to face homelessness. On the first protest day,on  20 November, 2012 the Ministry of Interior gave an empty and cynical answer to the petition of the refugees, thereby impelling the refugees to hold another protest in front of the Parliament three days later.

The refugees submitted their petition to the Ministry of Interior one day before their first protest day. In their petition, they described their hopeless situation, formulated their demands and asked concrete questions what kind of help the Government would give them (  here is the petition ). Their main demands were affordable and fairly accessible housing, fair job opportunities including the legal possibility to prove their work skills in practice in absence of school certificates, and adequate health care. They claimed that the policy of the camp is not suitable for successfully integrating them into the society: the Hungarian language courses provided in the camp are of low quality, they do not have a fair possibility to enter the job market and their post-camp money support (this is connected to the number of classes they attend in the camp) is unfair and rarely enough to survive. They emphasized that many refugees fear that  the unjust housing regulations will leave them homeless.

On their first protest day, on 20 November, 2012, mostly Afghan refugees gathered in front of the Hungarian Parliament to demand support that would be enough to give them real opportunities to build a normal life in Hungary. (English interviews from the first protest day).

The refugees handed in a copy of their petition to the Ministry of Interior also in person. The Ministry responded the same day with merely having copied the text of the law describing what supports the refugees can get. The refugees, being disappointed and unsatisfied with the empty and cynical answer, decided to protest again in front of the Parliament 3 days later.
 The video, which was recorded on their second protest day, was watched almost 11.000 times, making their event the most visible action ever made by refugees in Hungary.

After the protests in November 2012, no refugees were moved out from the temporary integration camp – but according to the Government not due to their protests, but due to the usual moratorium which prohibits evicting people out of the camp during winter.
